#2 is the quest reward sword from "The Villainy of Galrath" quest, and thus, can't be salvaged. Before you start laughing at people's "Wrong-doings", get your facts straight.

Your swords aren't worth much to be honest, perhaps you should consider selling them to the Merch or giving them out for free.
