Actually, there are 2.

a) I don't understand the weapon req in guild wars. for my w/mo for example, it says I need 10 hammer mastery to use it, but i have 6 and it still works. whats going on??

b) can anyone tell me where to buy these skills or which quests to get them?

Earthshaker
Belly Smash
Mighty Blow
Disciplined Stance
Sprint
Flurry
Healing Breeze

If there are more than 1 place to get them, I would like the easier place to get it (from ascalon, piken sq is closer than yaks bend)

Thanks in advance

The weapon is not as effective as it would be until you meet the requirement.

The skills, I can't say for sure; sorry.

1. Basically if you don't met the requirement on a weapon you'll be doing base/newbie damage with it. Which is like 2-4 damage or something pathetic like that.

If you want to do the full damage, as listed on the weapon, you'll need to meet the requirement on it.

2. Here ya go:

Earthshaker {Elite} - you need to use a signet of Capture on the boss "Kor Stonewrath", who is in Snake Dake.

Belly Smash
- Bettletun: Ephaz (Skill Trainer)
- Henge of Denravi: Master Scout Kiera (Skill Trainer)

Mighty Blow
- Yak's Bend: Captain Osric (Skill Trainer)
- Piken Square: "Army Life" from Armsman Pitney (Quest)

Disiplined Stance
- Maguuma Stade: Avena (Skill Trainer)
- The Amnoon Oasis: Tengsao (Skill Trainer)

Sprint
- Yak's Bend: Captain Osric (Skill Trainer)
- Old Ascalon: "Military Matters" from Warmaster Grast (Quest)

Flurry
- Lion's Arch: First Watch Sergio (Skill Trainer)
- Beacon's Perch: "Hungry Devourer" from Master Saberlin (Quest)

Healing Breeze
- Pre-Searing Ascalon: "Monk Test" from Ciglo the Monk (Quest for Primary Monk's only)
- Ascalon City: Sir Bertran (Skill Trainer)

If you use a weapon that has a higher requirement than you can afford, you might as well be swinging a stick around. Use a terrible hammer that monster drops for you, and it will actually do more damage than your current one.

Warriors especially should always meet their weapon req; unless they really don't want to do any damage.

A. you can use it, just not to max effectiveness...I found this confusing at first as well.

B. Earthshaker is elite. You will need a signet of capture (you can get them from a dude with heart boxers in Lions arch by doing his quest [clip his pants...he really does have heart boxers] or you can buy it from later skill trainers) and its in snake dance from a giant.

everything else is from Dakk in Ember Light Camp

It's actually pretty straight forward. Lets say you've never fired a gun before, let alone tried to hit a target with a rifle from 300+ yards. You can shoot the gun, but odds are you'll miss way more than you hit, where as someone skilled with the gun will hit more often than they miss.
