Holy Wrath still works when energy drops to zero?

I have a very short question (I'm keeping it short because of my poor english of course

):
Basing on your experience: Does Holy Wrath work (by dealing 66% of the damage back to the attacker) only when the caster has got energy left?
In other words, when my energy drops to zero because suppose I'm (or my ally is) under attack, does this skill still deal 66% of damage back?

Yes. The skill is very good at getting you to 0 energy and holding you there, but it dishes out damage the whole time. The only thing that makes it drop is removal, or not having enough pips to maintain it when your energy hits 0.
