I have search but could not find the answer:

Can runes be removed from an armor piece and be reused in another piece, i.e. when upgrading armor?

If yes, how is this done?

With an Expert Salvage kit but from what I`ve read, there`s about a 2/3 chance of salvaging the Rune. I`ve not had any luck with it yet.
