if i switch my secondary from monk to mesmer, will i be able to change them back and forth at will?

No. Once you select or switch your secondary that is what you have from there on out.

if you have 2 classes in your name (like W/Mo7) then its permanent now.

Well, he will have the option to switch secondary professions down the road but once he does then that's it. There is no switching back and forth.
