when u go out of lion arch, u r in the north kryta province
its not a quest, u just head to the ascalon settlement,
it's at the northwest portion of ascalon settlement
there u will find the people who travelled to u from old ascalon settled into a small village, u can get meteor storm from one of the villagers, hes a skill trainer
he has another good spell as well, ward against melee
