Character Re-Creation/Customization

I have a quick question about armor/weapon customization. Say you have a char with their own armor + greens, all customized. If you delete that character and recreate one with the exact same IGN, will they be able to use that armor/weapons?

It may seem ridiculous but I'm considering remaking my essentially finished ranger because I don't like her face :x This is the biggest issue that's stopping me as I do have a fair amount of money invested in her.

This won't work. If you want to test it yourself do so with PvP characters. But as I said, it won't work so don't bother. They may be adding certain appearence altering features in chapter 2.
