Damage +15% (while Health is above 50%)
Armor Penatration +10% (chance: 10%)
+30 Health

So I am certain this is pretty much a perfect axe. Anyone know how much I could get for it?

Beauty. I'd say around 250K, although more and more of these are dropping lately, which is depressing the price.
