Does the AoE nerf affect Mark of Pain?

I was asking questions about my new R/N build on the Ranger forum, an one of the skills I was using was maek of Pain. The one person who did reply said that the enemies would scatter because its an AoE thing. I thought enemies only scattered if it was a damage over time spell. So my question is:

If I use mark of Pain, will my enemies scatter?
