I don't the absence of a +1 water helm in the desert is the reason nobody uses water.
Besides, everyone uses a DF or Grotto ascalon helm, if they're not using a +1 weapon, or HoD helm.
(And anyway, only noobs get thier gear there, all the l33t people buy it in DF while lvl 2, because otherwise you can't kill charrz.)

They don't make everthing in every flavor. That's just how it works. Adds interest to the game when everything isn't cookie cutter/obtainable in the same way.
