Where can I Craft Vellum?

Well I jst spent close to 60k in Vellum alone last month for my scar armor.Maybe alittle more.
All I can say is that shit is expensive.
Where is the crafter that exchanges wood planks for vellum?
And what exactly does the crafter need for me to craft the vellum?
I thought I might of seen a crafter in Mineral Springs.
But thats a long ass walk.
So if anyone can help me out that will be Great.

There's a crafter outside the troll cave between droks and rankor. There's also one in the desert, I'm not sure where. A search would help you immensly.
