I recently installed the new Nvidia Driver, Geforce 81.98 Forceware. Used to use 78.01. In towns and outposts, my armor and npcs' armor look fine, but other players have really distorted armor. I'm not sure if this is a newfound problem that many people have, or perhaps if the new driver caused it, I don't remember having this problem before.

I use a GeForce 5500FX. Just about every setting on high. Anti-aliasing 2x and default reflections.

Its always like this in towns and outposts, There would just be too much for most PC's and GFX cards to handle, rendering high quality Textures for EVERY player in a town or outpost.... get into a party, and leave the town, then look at the rest of the party... they are all high quality....

They do it to save bandwidth, and to save your computer :P

It is annoying, there should be an option to enable/disable this, but yeah, its always like that

Never noticed for some reason. Same reason as how in towns players lack collision sizes (aka you can walk through em), I guess.
