Id say this is only speculation.. (or was it in a Gaile Talk?), but it sounds plausible, since ArenaNet anounced new hairstyles and faces for the core classes. So a "beauty merchant" could be a viable option to get some of the new hair styles for old characters. Vanity hair colors come in mind too...
But all this is speculation till ArenaNet says otherwise.

new faces/hair are to give new additional choices in starting a character,anything else is rumor and as Gaile said probably wrong
Given the weight appearance obviously carries in this game, I see something along these lines being implemented either with the expansion(s) or as just an update. I wouldn't be surprised if when implemented there were certain hair styles or colours only available at this merchant and for a higher cost, in the same sense as 15k or FoW armour is compared to Droknar's.

Sadly I think if a beauty merchant is implemented it will cost quite a lot. Gaile commented on it in an interview for the fansite friday events.

I don't think they should make it too cheap otherwise folk will be changing hairstyles all the time. They should have haircuts ranging from 500g for a simple back and sides trim to 15k for an elaborate great mohawk or foot long dreadlocks. My main hope though is that they implement great big Pat Butcher (UK soap character) style earings.
