collectors dont come with perfect *add-on* mods, they come with perfect dmg mods (15%^50) and dmg + (insert race here)
some also have weird mods (fiery flame spitter anyone?)

1. Rods can't have 20% enchant mods, not as drops, not as collectors. It's only staves and the other modifiable weapons that can have enchant mods.
2. Plasma swords are collector swords from Ascalon. We already know and don't care.
3. Your best chance of picking up a weapon with a 20% enchant mod is one of the green weapons from Grenth's Footprint or Sorrow's Furnace. A list of stats can be found here, courtesy of Tzhebee. Otherwise to get an enchant mod you'd have to find or buy one yourself, which can cost you quite a bit.

the thing that comes closest to a "wand with 20% enchant" is either a fiery flame spitter or a HOD sword modded with a 20% enchant grip. Incase you don't have heaps of cash lying around, i'd advice you to go for a fiery flame spitter
