ok uhh well i just bought the guild hall and it says from people i think you can buy stuff for it like rugs and stuff where do i buy that stuf?

AFAIK they will be adding "money sinks" like that in the future. I don't believe they are in the game yet. Currently the BWE is focusing on PvP and the next one I imagine will have goodies such as rugs to purchase. If not release surely will in a extra content patch.
