Run the Fi Boon healer in Random Arenas. Modify it so it doesn't suck quite so bad, then faction farm. You don't need many skills, since the build comes with a good chunk of 'em. As long as you don't end up with a 2-3 monk team, you should be able to destroy a pile of groups. This should give you enough faction/experience in pvp to move on to boon prot =P

If you're going into PvP then like subNinja I would suggest modifying the Fi Boon healer. You could just go straight in with the Boon healer, but I would
suggest changing it to a Boon Prot and start with some faction farming. Here goes:
Divine Boon
Reversal of Fortune (in pre-searing)
Guardian (Sir Betrain-ascalon city)
Shielding Hands (in pre-searing)
Remove Hex
Offering of Blood
Thats what you can get straight away in about 10 minutes of some PvE and mixing it up with the premade. You are missing a condition removal, so you augument this build with Mend Ailment from Quarrel Falls, do "The Hot Spring Murders" quest for mend ailment in kryta or just unlock it with faction. Your last slot you can fit with prot spirit or signet of devotion.
The finished build should be something like:
Divine Boon
Reversal of Fortune
Mend Ailment
Guardian
Shielding Hands
Prot Spirit/Signet of Devotion
Offering of Blood [e]
Holy Veil
Rune a superior to Divine Favor always. Minor rune to prot. Equipment wise you should have a few sets, 1st is + on enchant icon and a blood wand thing. Second is...+energy and - energy regen and third is either nothing or some - energy gear. This is to combat energy denial which you can read about here.
