I think so, yes. I suggest you take screens if you see it again and report them to Anet. selling a CD key is against EULA, and since it represents a form of money (the instore value what you pay at the counter), it's buying ecto for irl money. Against EULA as well, IMO.

Well, technically, we allow the second form of trading, that is, things that don't exist for other things that don't exist, but trading things for real life money, AND, transferring accounts are against the EULA.

I don't think you need to sign up for an account at support. Just go to ask a question, and put in your query with your email and IGN, etc.

somebody was selling Diablo II items at drognars forge, how the trade can even be done safely is beyond my knowledgee, its weird.

You sell your time that you used to gain said item. The items given are given of the owners free will. Thats how I think that kind of thing works. BUt yes, CDkeys, and anything involving real money are against the EULA. (as was mentioned, but apparently I just need to mention it again).

Do Anet actively enforce the transfering/sharing of cd-keys?
No. I'm pretty sure we all know of people who share a cd-key with family/friends with no apparent consequences. Most people interperate the ELUA very liberally.
Should you make ingame transactions of this sort?
Probably not. The transaction is not guaranteeed to be save. No real way to make sure that you get the cd-key or other mmorpg's items. Mostly these offers are scams.

Bit of a strange thing that selling other GW account keys for virtual items... why? Where did they get that other account/key from? Someone paid for it? Stolen? What do they intend to do with the ecto? Sell it on ebay? (most likely yes to a number of the above...)

The people who do these things are technically breaking the law. The EULA is what it is. If they enforced it, which i reckon they will in a shock clearout. Basically, they secretly wait and watch, store everything, then BAM! Punishment galore. That will keep it straight for a few weeks at least. Like you see it on runescape. 15 000 macroer accounts banned. They said nothing beforehand, apart from subtle warnings saying stop macroing altogether pretty much.
And, secretly wait and watch just means, they log on normally, and just record violations and character names. They could flag that account for further violations.
