Most people use PvP characters. Some people have the money to outfit PvE characters for PvP, so they use them.
I don't get what you mean by "other things u may not be able to unlock in pvp w/ faction", because it's far easier to unlock Sup Vigor and Absorption through Faction then it is to buy them or unlock them through identifying runes.

Maybe he means special items such as the HoD sword and Lieutenant's Helm. There aren't enough of such items to make PvE characters superior though.
EDIT: It works the other way round too. A PvP character can get a perfect Strength requirement shield instantly, whereas an equivelant PvE shield costs alot of money.

a warrior might be worth getting in pve for pvp, because of the Lt helmet, the different bonusses on weapons and shields that are not available for pvp chars (like +30 always/-2 stance (victo's bulwark) ), but that totally depends on your financial status as it'll cost quite a bit to get all the gear needed to make your character perform at the same level as a pvp char "spawns"
