OK...so I want to make my own guild with cape only. When I want to create a new guild it asks for 100 gold for a name and acronym. After I pay the 100 gold, is my guild made? Then after that, the cape will cost 2k right? So in total it'll cost 2100 gp for guild and cape.

However, having a name and cape won't allow you to gvg, you need a hall for that.

If you do feel the need for a Guild Hall later on, you can buy them from a vendor out of Lion's Arch. The person you're looking for is the Canthan Ferry Captain in the southern part of the map. What you need to buy is a Celestial Sigil, and they run about 30K gold and up. You may also be able to get one from a player (as they are sometimes awarded to HoH winners)
