1. If you use blackout on a warrior, does the target warrior lose all of his adrenaline?
2. If a warrior uses blackout does he lose all of his adrenaline?

Yes. If you use Blackout on a Warrior, he loses all of his Adrenaline. In addition, if a Warrior uses Blackout, he loses all Adrenaline.

I used Blackout with a Hammer War for a while. It's semi-effective if you're just going for base damage, or if you throw up a stance or smack them with Wild Blow before you use Blackout. Not reliable, but it'll stop a Tigre Axe for a bit.

I get the feeling that you want to make a Blackout War, so I'll just pass along some advice: It shouldn't be the everything of your build. Too expensive. Go Me/W so you can spam it instead.

Simple way to solve the energy problem is to take warriors endurance as your elite.

My advice to you would be to look at the other skills the mesmer secondary has to offer. (If you want to make a W/ME).

Energy problem? It's not that, it's the fact that it drains all of your adrenaline, making most Warrior attack skills worthless. Warrior's Endurance would be an impractical way to fuel Blackout.

Blackout doesn't work, the Hero can still use his skill.

Indeed, not only do you lose all adrenaline, but you will also be unable to gain any for the period you are blacked out.

k thanks for all the helpful info, i wasnt so much thinking of using it with a warrior, but rather using it on an opposing warrior to make him lose all his hard earned adrenaline(instead of having to run up to any enemy casters which can be annoying). Man this skill is really nice.
