Why did they remove arenas?

I liked them, but now they are a PvP char only thing, except for the 1-10 and 1-15 arenas. Any reasoning to this?

You can access the random arenas with a PvE char from Lion's Arch.

Can you even have Guild vs.Guild battles in PvE?

What exactly do you mean by "Guild vs. Guild battles in PvE?" You mean PvE contests on which guilds kill the most monsters? Or was that a typo? Yes, you can use PvE characters to start guild battles..

Otherwise, I have no idea what you're asking..
