That IS max damage (15-28). No such thing as 16-28.
I agree with the salvage, though. Dmg mod sucks (v50% is always a bad seller; 15%^50 or 15%/Ench are the better sellers) and you can always buy dirt cheap green bows.

Salvage, and hope for the Arm +7 (2k). Fiery string will bring you 1k.
