Does the faction you choose, affect account or character

since it is safe to assume that many people are not in a guild i think it would be account based so that someone couldnt simply split their pve characters both ways.luckily i have 2 accounts

I do agree with everyone and go with the guess that all your characters on your account is going to be linked, same as with guilds.
Would it be possible to pay a large sum of money you switch teams? You could have like a recruiter somewhere in the game recruiting people for the other faction. You pay him ‘X’ amount and he/she will grant you safe passage to there city of whatever. Besides people are always saying that there are too many people with so much money. Well maybe that’s the answer….
Therefore you can’t just switch back and forth when ever you feel like it, you would have to save up and maybe that would make people want to choose and stay with there particular faction.
But forgive me if I’m wrong. From what I have seen so far I believe that most people are going with the kurzaks. Just encase I have the name wrong or the wrong faction I mean the group of people that have giant robot ships or something….. What will Anet do with the overwhelming numbers on one side? (assuming I’m correct. but either way one side will out number the other at some point) So with any luck I hope its character based. So I can have different characters on different factions….

I would think that the easiest way to switch factions (for those in a guild) is to change guilds, and since I can't see Anet stopping ppl from changing guilds, I don't see how they can stop anyone from switching factions.
If you need safe passage, maybe your new guid can come and get you.
It has been said that there will be a point where characters can cross from Cantha to Tyria, and only Seitung harbour has been mentioned, so I'm thinking that at least this city will be neutral. If so it would also provide a safe place to go to switch factions.

I would guess (like?) the factions would be more like the secondary profs - character based and only change-able after advancing very far into the game. It would be silly otherwise. What if I want my warrior to follow Balthazar yet want my necro be a Grenthist? And yes switching sides at whim would end up very unbalanced with everyone flowing to the winning faction.

Gaile said that the guild you are in will have to choose a faction as a group. You cannot be a different faction than your guild. I can go scanning through the Frog Talk forum at GWO to get the exact wording, but I'm 99% positive that if your guild is a Luxon faction, then you have to be as well - or find a new guild.

Well, I could not remember the names of the factions off the top of my head, so I made them up as examples. And sure, nobody said it would be easily switchable.
My main point was that I would like the factions be character-based, not account-based. But of course, that's just following the vague idea that is formed in my head about what the factions may be and how they may work. I'm imagining something like the sides in Anarchy Online or something. GW system may turn out to be totally different, of course.
Edit:
If changing faction will not be as easy as changing secondaries (re:heavy metal rules), then it follows that it should not be as easy as changing guilds (re:antialias02) either, no?
