Expertise on binding rituals and build

Simple and quick question: does expertise affect binding rituals? I know supposedly it must since it affects basically everything else including glyphs and signets under Primal Echoes. But the skill descriptions in this game are famously undescriptive and anyone's actually tested this out I'd be glad.

If this works, I'd be able to cook up a build.

Binding Ritual. Create a level 8 Spirit. All foes within its range take twice as long to build adrenaline. This Spirit dies after 39 seconds.

Shelter

Binding Ritual. Create a Level 8 Spirit. Allies within its range cannot lose more than 10% maximum Health from a single attack. When this Spirit prevents damage, it loses 60-36 Health. This spirit lasts 54 seconds.

Union
15 (7) en, 3 cast, 60 recharge
Binding Ritual. Create a level 7 Spirit. Whenever an ally in its range takes damage, that damage is reduced by 15 and the Spirit takes 15 damage. This Spirit dies after 54 seconds.

Displacement
15 (7) en, 3 cast, 60 recharge
Binding Ritual. Create a level 8 Spirit. Attacks made by foes within its range are "evaded." Every time an attack is evaded in this way, this Spirit takes 54 damage. This Spirit dies after 54 seconds.

Resurrection Siget
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. This Signet only recharges when you gain a morale boost.
Thanks, well in that case this would work. You can probably tell but the way it works out is you throw on whirling defense which should help with interrupts etc, spam all your spirits, then oath shot to recharge and do it all again. The spirits take exactly 21 seconds to put up in order which is almost exactly the oath shot recharge. These spirits are protective ones, and usually don't last very long which is why I chose them...but well...you can just use your favorites XP
