say i have a screenshot, of someone refusing to pay for run.
i also have me saying "So your not paying?"
and them saying "NO.... im not paying"
so what exactly would happen if i would report someone with this? anything at all? does anet even care if people are scamming people?

They do, but when you report a person they wont tell you if they have banned that person for privecy reasons.

Report them for sure.... likely they keep a ticker sheet for infractions, though I do not know for certain.

A.NET does not BAN entirely only on severe cases..most they will get is a suspension.

I've heard of 1 instance where a person got his account suspended and all of his inventory wiped out - gold and all - for breaking the rules.

Ouch! He probably deserved it though. I doubt Anet is able to deal with all scammers and take it by a priority basis from worst offense to least.

^ Naw...sure people paid for the game, but you do agree to follow the eula...so nobody can sue ANet for being banned.

You can't sue Anet since you have to sign to Their agreement and their rules and etc. Also, you have to agree to the EULA.

From what I understand, when someone is reported Arenanet reviews the information that's in the report and then reviews the logs created at the time of the reported probelm. They review the entire event and then make a decision based on their findings. Basically the original report is used to "find" the appropriate information in their database. This means that if your reported unfairly they will discover that from the information.

I assume (I know I shouldn't but....) that they keep track of minor infractions and have a point at which a bunch of minor stuff becomes worthy of a suspension. As well as dealing with EULA infractions right away this would seem fair to me. One isolated act of N00bness won't get you suspended but repeated acts might.

Anet is against running, they will most likely give the runner a suspension ^^

It is interesting to hear that thye wiped someones inventory for scamming- that ties in with something I heard....

A Drok runner of my aquaintance, who shall remain nameless because of forum rules, asked if he could join my guild after I had known him for a little while. He soon asked to borrow several plat for Malinons Shield, and also borrowed a Yakslapper from another guildie (which I only heard about later). The next thing I heard he had left the guild and was not answering whispers. We were not amused.

When I eventually got to speak to him, he said his account had been hijacked and he had lost his whole inventory, so could not pay me back. I cannot help but wonder now if this was the result of ANet taking some action against him for one of his scams, but he was trying to pass it off as someone else's fault.

I reported a player for telling truly tasteless racial jokes in game. I took screenshots and reported him to ANet. I later got an e-mail that they'd reviewed and confirmed the report and had taken "appropriate action." However, due to privacy issues, could say no more. I was satisfied that they had taken whatever action necessary to smack the player down. I'm assuming it was some sort of suspension.

Last I checked, Gaile said they were FOR running, if both sides agree to pay/finish run successfully.

In-game misbehavior and action taken - an example

--------------------------------------------------------------------------------
Quote:
I wanted to share a bit about in-game moderation, since I've noticed a few comments here and there lately about how some players feel that there is a lack of action against those who misbehave in Guild Wars. I wanted to give you an illustration of how such statements are just not accurate and of how many team members are working, around the clock, to make sure the Guild Wars game world is a pleasant place to be.

This morning, I got an email with a screenshot that showed someone impersonating an NCsoft employee. I was told in the email about other issues of concern, like extreme player abuse, attempted scamming, etc. So I pulled the logs, and sure enough, there was a lot of really bad behavior in the half an hour surrounding the reported time and date:
We had cursing.
We had flaming with cursing.
We had cursing in response to the flaming and cursing.
We had racism, or comments about another culture that were demeaning and entirely inappropriate.
We had attempted scams.
We had impersonation of an NCsoft employee.
We had a bunch of people who were so bad, it made me wince. And you could tell, from the logs, that a lot of players were very offended by what was going on (as they should be!).
At the same time that I was reviewing the screenshot and email, the Support Team was also checking out the matter. From our reviews, 11 accounts were actioned. That's right: In one district, in a period that spanned fewer than 30 minutes, eleven (11!) people crossed the line and suffered the consequences with account blocks and, in one case, a very probable account ban.

Please know that we may not be everywhere, at any given time. But know that we are around, and we'll act if we see something bad going on. Know that we will take your reports seriously, for you can be our eyes and ears to the larger game world. And it is in all our best interests -- gamer, developer, publisher -- to make Guild Wars the best possible place to play.

So if you see bad behavior, send us a report. It's easy to remember: support.guildwars.com. The game world hosts players from all over the globe, and not all are 100% nice and not all relationships are buttercups and rainbows. 'Sok, we're human beings, understood. Sometimes there is a little warmth to an exchange. Sometimes someone slips and says something a little mean. I guess I'd say that reports should be about degrees of misbehavior. Someone putting up a sales message in All Chat? Oh, let it go, it's not worth taking Support staff off of the really significant issues. Someone using a mildly offensive term? Well, personally I'd let it slide unless it was repeated. What I'm saying is that significant levels of abuse, swearing, antagonism, harassment, bad names, racism, and offensive sexual commentary should be reported.

Thanks for helping us out. We're on the case.
