Mulitple Spell/Skill Toolbars

I'm not sure if this has been suggested (and I'd rather not spend an hour trying to find out). Multiple toolbars that can be seperately configured in towns. Similar to a weapon set but only allow them to be changed in towns. I really hate having to spend 5 minutes on pickup groups reconfiguring my toolbar to meet my groups needs.

I think that 4 configurable toolbars would be nice so I could switch between:

All Primary Skills
Mostly Primary & Secondary Backup
Mostly Secondary & Primary Backup
All Secondary Skills

Something like some radio buttons in the Skills windows that toggles between the toolbars.

Something like this has been suggested before. And still, as I was before, I am in favour of it. Makes it easy to switch between, say, a set of skills you use for PvP and a set you use for PvE (or something like that)

but then theres a down side to it, all skills have to recharge, if one has lots of energy, he can just spam all his first bar of skill then switch to next and so on, and skill spam would be annoying as hell, and unfair. if u only have 8 skills, u will save them and use when the time is right and not spam it
