Yep, it's a Chaos Axe. You can pick up a crappy one pretty cheap if you just wanna look cool... Incidently, to make a chaos axe go RED you must dye it BLUE. Probably why they're CHAOS axes, screwing around my dying like that... :P
As for drops, I've seen a fair few drop in Fissure before.
