in that case is it worth salvaging cleaver for 28hp fortitude
?

I don't think you'll sell the cleaver easily; i usually try to salvage and sell the hp mod for a couple of plats...

it's up to you. i personally merchant everything that is more than 1 point off max. just can't be bothered with small potatoes
