PC on req 8 reinforced buckler +26 hp and -2 dmg while enchanted

Well guys title kinda says it all.
I need a PC on a shield with these stats:

Reinforced Buckler (gold)
armor +16 (req 8 tactics)
+26 hp always
dmg -2 while enchanted
