Does this actually constitute as a breach of the EULA? I don't remember reading anything about failure to pay in the EULA. Still, if he didn't pay you, you should report him nonetheless. Good way to weed out the crooks and criminals.

they can be quite reluctant to help though.. a guy i knew got his sup abs scammed and was turned down even with a screenshot because it was 'too vague'

I remember reading something about that. The reason they couldn't help your friend is because there's no sure way to tell that your friend was actually scammed or if it was set up. I've also heard that people complain about their accounts being hacked and missing items or what not. This all sounds to me like attempts to get free stuff, or maybe a vacant memory. (might have sold it earlier and just forgot)
