Questions:
Is this any kind of spell? Hexes and all?
Since you move 50% slower, can you use something like "Dodge" or "Charge" to negate this effect?

it is an enchatment. you cant remove it from the target using normal enchant removals. the only thing that can remove it is chillblains (or NR 6 month ago).
since each add is calculated separetly yes u will gain a boost of -33% (-50% then you gain 33% of 50%)

I'm sorry I should've clarified.
I'm a R/E and I'm working on my running build. I was thinking of adding OF to my build because it would save me from all those ice spikes and deep freezes. My only weakness is when I get crippled. Once I am slowed I get into trouble. I have no problem with spells and hexes, just cripples.
Any suggestions?

Forget it - even using Windborne Speed and Dodge together wont quite get you back to walking speed (0.5*1.33*1.33 = 0.89 approx)

With OF on, I'm not looking to run fast...just run faster than my enemies. Since they are moving 50% slower, I figured Dodge will give me a little extra juice to get past them. Does this make sense?
