[Monk Armor] Silk set! Where? How? Who?

That's my question. Since I haven't come across it in any database yet I've seen it in-game, I was wondering where I could find it. I heard I could find it in Quarrel Falls but have had no luck until now since the armorer only offers Ascetic sets and a Monk set.
