Here is a build I made myself, it's pretty simple:

Savage Shot
Punishing Shot[E]
Distracting Shot
Pin Down
Apply Poison
Lightning Reflexes
Troll Urgent
Rez Sig

Expertise: 13
Wilderness Survival: 3
Marksmanship: 12

On targeted caster... Pin Down> Poison with shot > Interrupt > Over time warrior kills them.

Any suggestions/comments/questions are appreciated!

two suggestions...

swap out apply poison for read the wind. That gives you quicker interrupts. Why not favorable winds? FW benefits everyone and is best if you have a few rangers who can draw off it collectively. Rtw is exclusive and can be kept 'on' with recasting while not contributing to energy management issues. Rarely will you have to cast it 3 or 4 times.

swap out lightning reflexes for serps quickness. You already have the increased speed of bow attack with rtw. Now I don't know if lr makes your bow fire 33% faster, and I don't know if it stacks with rtw but if that is not that case then you already have your increased speed. What lr then becomes is a 75% chance to block melee and projectile attacks for nine seconds. And you just used 18% of your energy pool for it. I'd rather have all my skills recharge times reduced by a third for 18 seconds then evading stuff for nine. If it does stack, the extra 33% increase can be worked around by being a few paces closer to your target.

Most times, when I miss a chance at an interrupt it is not because the attack was too slow but because I was waiting for the recharge.

for a nice additional interrupt if you have mes secondary is power drain. At just seven inspiration it cuts off a casted spell and gives you 15 energy, net 10. That's 1/3 of your pool and the energy needed to cast savage, distract, and punishing. Time the drain right and you are ready to cycle through the interrupts all over again.

Read the wind does NOT make your attack speed higher. It just reduces the flight time, and it helps interrupters.

Why not both FW and RtW? Imo it doesn't matter whether you help another ranger or not, since you help yourself also. unless the other team is 4 bow shooting rangers and your team only has one bow ranger, doesn't matter that much.

meant interrupting, not all bow attacks, but see your point. I should have been more clear. I do also mean does the stance make your arrows move 33%faster to the target.

I said only rtw because I am not sure they fixed the bug yet. Why take fw and rtw if they don't stack all the time? You make a great point about taking both if they work right, but if the stack is not dependable or you have to cast them rtw->fw, both together are useless.

I've heard that the bug has been fixed, and that's my assumption. of course if it hasn't, RtW is pretty much useless alongside FW. Just go RtW, and add dualshot or something.
I haven't used my ranger has an interruptor for a while because he did crap damage for some reason once. For now, he's entertaining me as a barrager in ToPK and as a thumper in random arenas.

I'd use Whirling Defense instead of either lightning Reflexes or serpents quickness. Three interrupts should be more than enough so you shouldn't need to worry about recharge times, and rate of attack isn't gonna be important cause again it's speed of flight not attack rate that helps with interrupting. I don't use FW for the fact that it DOES help the enemy, and the friend of my enemy is my enemy! I would use and maintain RtW though.
