As a note about this skill; It's awful.
"Shield's Up" is the anti-arrow tactics skill of choice, giving an AoE buff to your allies of a marginally lower bonus in terms of arrow deflection, but for the same duration, without using a stance slot, and with the bonus of additional AL and not ending when you attack.
The problem with Deflect Arrows is that it doesn't have much going for it. It blocks 75% of arrow attacks, but so do all other block/evade stances. The only benefits to Deflect Arrows are that it recharges a bit faster than any other block stance, and you can cast during it.
Sadly, this means that building up adrenaline for Bonetti's Defence, a much nicer tactics stance, is a no-no.
If the 75% block rate is that important, my suggestion is to run Shield's Up with Aegis.
As for where it's found, as far as I know, it's only obtainable through purchasing in outposts.

Also, Illusionary Weaponry Mesmer/Warriors can find a lot of use for this, since you are never actually hitting with an attack so it doesn't end early. Other than that Shields Up! sounds a lot better

well here's my thought.....
Defect arrow. Don't want to start out just saying "It's a Bad skill" but i can't really find a use for it. Not really a PvP person and in the few times i've done pvp it would of been a waste of a skill. Today i saw the guild War Machine run two A/W. i don't think they were using Defect Arrow but saw them using Disciplined Stance.
as for a tank i'm not sure why you take Defect arrow over Sheilds up. or sheilds up with some other stance or Aegis (as said above) because DW only defects arrows and where SU does projectile attacks
maybe some sort of secondary support in the back and avoid arrows?
on a funny note if an undocumented change was made to the mobs in Tombs to carry this skill -)

Uhh...if I recall correctly, Wm Tess (or was it the other Assassin?) used Defensive Stance and not Disciplined Stance.
Back to this though, "Shields Up!" > Deflect Arrows unless you're an IW Mesmer...but I would rather bring Flurry/Distortion in that case.
