As for how it works, it's like having 10 more ranks in Dagger Mastery in terms of how often you Double Strike, which is indeed attacking twice. Together with 15 Dagger Mastery, you can net a 50% chance to Double Strike, which means on average, every 2 attacks you make will actually strike a foe 3 times.

Combined with an attack speed buff, it brings out a stream of rapid attacks.

50% chance to Double Strike sets you to about the same as an attack rate of .878 , or 66% of the base attack speed. For reference, Tiger's Fury, Tiger's Stance, Frenzy, and Flurry would give you about the equivalent.

With both a 33% and 50% chance to Double Strike, you pump out an attack rate of about .58 , or just shy of 2 attacks per second on average.

Of course, Daggers don't exactly have the best inherent damage range, and attack skills don't Double Strike. If you're taking advantage of a form of attack buff, such as Order of Pain, then you'll pump out a significant amount of damage.

Otherwise, meh. It's not a favourite elite of mine.
