The description is incorrect and the skill is called Seeping Wound.

Looked it up on GuildWiki.

Seeping Wound

"For 5...17 seconds, if target foe is suffering from Bleeding or Poison, that foe suffers Health degeneration of -1...3. "

At lvl14 it maxes at 4 degen.

still..lame.

There are non elite hexes that cuase the same degen with no prerequiste.
