This is not true.
It strikes for the damage, and if you are under an enchantment when this attack hits, you gain 3..9 energy.

You are correct. The skill reads:
Golden Lotus Strike. Lead Attack. If it hits, this attack strikes for +x damage. If you are under the effects of an Enchantment, you gain x Energy. (Attrib: Dagger Mastery)
