IMO, the best Dual Attack for PVP. Any idea what town it's capped in?

I think all of the non-elite factions and core skills are available in Kaineng Center? Correct me if I'm wrong.
At any rate, I know that Horns of the Ox is available there.

Incorrect. They are only available there if you have already unlocked it on your account. If you haven't they are all available at different towns. For instance, when I was getting Gift of Health for my monk, I had to go to Harvest Temple to find it.

Sure, I could spend 1k faction, unlock it and then buy it anywhere, but I'd prefer not waste the faction.
