The bosses name is Bramble Everthorn it's a Undergrowth. You can find it just east of the south exit of The Eternal Garden

Is there any place in Luxon or non-Kurzick territory it can be capped?

If there is, it's not known. All assassin caps but one are in kurzick territory.
If you're luxon, you can still go into kurzick territory, you just cant use the merchants. So you have some exploring to do.

The only problem is that it appears you have to enter Eternal Grove to access the area beyond it. To enter Eternal Grove you must have the 10k faction. Having just spent all my time getting the Luxon faction this seems a bit harsh. Elites should be equally distributed acrosss the 2 areas. I'm hoping that it will be found and it isn't an oversight by Anet

There is not known of any boss in the jade sea with this ownage skill.. its all I need for my uber pvp build *sigh* just cant find it

Theres an easier way to get to him then what your map suggests; you don't have to go over the entire map. Take the south exit of the armory, then just hug the right side/wall/whatever until you see him.

I belive you can start with mobieus strike on the A/W pvp build.

Haven't played sin in pve but Moebius Strike/Death Blossom seems to be the best dagger combination.

personally I don't find much use for Moebius Strike, 80% times enemies already dead before I get to use it. But it can be very useful on some harder level bosses and in PvP
