looks like a pretty good skill, especially to use right before someone dies, although the cast time might screw that up a bit. perhaps try using it as a me/a with fast casting?

a potentially great elite...however the slow cast time and skill recharge bring this elite down

It should be able to recharge itself.

but if it does recharge itself then...the 45 second recharge is obsolete...so long as the foe dies

Not a good elite.
In PvP its useless as you'll never know if the person will die, and if they are going to die it might be before 3 secs.
In PvE its easier to get it to work...but...
In both cases its reward for all of that isnt /that/ great given the prerequiste. I can shot Oath Shot with my ranger and its almost a gaurenteed skill recharge, noone has to die, no serious timing. I dont see why Assassins have to go to such lengths for it.

He wasn't talking about using Oath Shot to recharge Assassin's Promise. He was comparing the usefulness of Oath Shot to this. And Oath Shot is almost inequivocably better.

This must be the first PvP only skill. Noone seems to be able to find it anywhere except to unlock it with faction for PvP. Someone please prove me wrong here!

To me it looks like it would only be useful against a foe that you expect a somewhat lengthy battle against, i.e., a boss, or some random with high health.

I'm not sure how it happened, but most of the 3/4th second cast time skills were mislabeled as 3 seconds. As of this moment, all of the Assassin skills should be up to date though, including this one.

it can be capped from Xuexao (or something) in pongmei valley.
and seriously people, think outside the box. In ele or ranger spike teams, a Mo/A can cast this on the spike target right before they are spiked if he/she needs energy, or a high healing skill recharged.

"why not go Me/R then?" some people dont walk around with random bows expecting perfect shots from their Oath Shot, and they may have a need for the assassins' skills.

If Oath Shot hits, all your other skills are recharged. If it misses, all your skills are disabled for 10 seconds. (50% miss chance with Expertise attribute of 7 or less)
Assassin's Promise
For 5..13 seconds, if target foe dies, you gain 5..17 Energy, and all your skills are recharged.
your leaving out assassin's energy bonus an what happens if oath shot misses? your skills are disabled for 10 secs. assassin's promise does not have that downside. they both have the good and bad thing about them.

Um...this skill rocks. Period. It recharges your skills AND giver you a large net energy. Assassin's Promise> Black Lotus Strike > Twisting Fangs. (in PvE that is...not as usefull in PvP).

I agree with Ogami. I use it right before twisting fangs (imo, the best dual attack). Two attacks with good + damage + deep wound = dead enemy. Casting AP right before this skill pretty much ensures it won't be stripped before the enemy is dead and it can take effect. I wouldn't have any other elite. Unlimited/continuous attack combos ftw!

Assassin's Promise can be used on a SECONDARY assassin, making it a hundred times more versatile. I will not begin to discuss the PVP implications of this skill, but in PVE with a good team its simply ridiculous. I use it on my Ele (sacrifice meteor shower), and I use it on my Monk (divine spirit) and am sure I could work it into other builds, if I tried.

Flame Burst
Fireball
Glyph of Sacrifice
Meteor Shower
Assassin's Promise
Dark Escape
Fire Attunement
It tears stuff up. If Meteor Shower alone can fully exhaust an elementalist with that build, Id love to see what it did to an Oath Shot ranger.

OK..now that we all know It is 3/4 of a seconds or .75 CAN WE GET THAT IN OUR HEAD!! ok, this skill is amasing if you have a nice set-up it is possible to kill anyone at any time, the thing with oath shot is you have to wait 25 seconds which of course, is a looooooooooooooong time. where 10-12 isn't, if you're having doubt with this skill talk to the guild "STD" A great guild which has put use to this skill in their guild battles. I, myself, use this skill all the time in my build (..and haven't lost a single battle apart from a few runners which of course everyone hates, I'm just not stupid enough to follow them.)

Try it on a trapper using whirling. Similar to an oath shot trapper, just doesn't have the 25 sec. recharge of oath shot. And you get a little energy as a bonus. Not a bad skill, just takes a little practice on the timing. Never tried it, but that probably wouldn't work so well in most PvP...but PvE is different all together.

If nobody resonded to this earlier, the skill can be capped from that Jade Brotherhood boss outside the Keep. He's easy to get to if you leave from there. I got it on both my assassin and my necro and it works dandy.
You cast it, then you make your kill, then all your skills are recharged. Rinse repeat. Makes life pretty simple.

Assassin's Promise is cappable in PvE. I believe you cap it from Xueako(sp?), the Deceptive, near Matau Keep. EDIT: nvm, i see people have already replied and have said where it can be capped.
