Game Suggestion: Arena Editor
Perhaps the developers could allow players to download a basic tool to create cusdom PvP arenas? This could allow guilds to create their own dungeon with their own rules.
One way to have cusdom PvP arenas is to allow characters to temporarily log in to private/dedicated arena servers. I have no idea how this would work though.
Imagine to have a home arena of your own?
Yet, this could be exploited. I don't like exploits.

It would have to be guild hall only or something to that effect. I dont know how they could pull that off.... I'm sure they could I have alot of faith in Arena Net

Allowing guides to stand fights from the guide hall between themselves only, that way allowing them to try out things without worring about their rating.
Arena Net could create 2-4 per defined mini-areans which the guild leader could switch between, thus allowing guides to play on them.
Sure they aren't custom but it would mean Arena Net will not have to create user development tools and also giving guild halls more purpose.
