It's one of the pre-order items. If you can find the pre-order kit (chapter 1) that came from EB games, you can add the pre-order key to your account.
Any new character that you create will have one automatically or if you type in the command /preorder in a town (not mission / explore zone) it will show up in your inventory.

I would check for ebay off of search terms "guild wars preorder" or "guildwars pre order". That is the 2nd easiest item to find next to the census icon. Remeber you need the EB pre-order kit.

Just wondering, the bonus suck, the req is high, the damage isn't max, it costs a whole pre order, why would you want it.

Rangers lack Armour, so I want this bow for that extra bit of Armour. I play the Cripshot build so my build doesnt focus on dealing damage, more of an annoyance build. If I add a poisonous string and an Armour grip, then I will have 80 AL. Plus customising it will give me max damage anyway!

It use to be one of the most common items. The odd thing was, they did not sell you the kit, it only came if you did a pre-order but finding software on ebay from EB is a little too common...

Side note: Eventually, I went back to trapping...damage+conditions=fun!

This bow carried me through about 1/2 the game, until I could find better. Would have been nice tho, if it had been max dmg tho

I remember putting a grip of fortitude and a poison string on mine.
