As for getting that bow for that cheap, I don't think I've even seen a req 13 that low, sorry buddy. I don't see anyone selling a req 8 15^50 storm that low either. If you use stances or enchant alot, then you may find one that low. Or you could try for a 14^50, but even those are usually around 60k. Good luck.
