Fast Casting and Flare Spamming Question

I've read once or twice in forum posts that there is a hidden 3/4 cooldown after you use a spell, which puts a limit of the effectiveness of double attunements + fast casting flare.

However, I can't find any such reference in Guildwiki or Google. Can someone confirm or deny this with solid evidence?

pack your ele, go out and keep spamming flare. and count the seconds it takes to recycle. it's more than a second until the next flare leaves your fingers.

it's called aftercast.

more visible is it on skills that have 1.75 instead of 0.75 aftercast like for example Aftershock.

it isn't that hard to try it yourself (or take my word for it)

Yes, though it's really something you have to see for yourself.
Grab a Mesmer with Wastrel's Worry if you really want to see it in action, as Wastrel's has a teeny 1/4th second cast, and the difference between 1/4th second per spell, and 1 second per spell, is quite a bit.
I'd suggest alternating Draw Conditions and Reversal of Fortune to ensure that you're always able to cast a spell.

What I'm not sure of is whether the cooldown affects just the spell you cast, or all spells.

I assume the former, but I just want to check.

Either way, the cooldown is a definite annoyance in Ether Renewal builds. I even resorted occasionally to Arcane Echoing Flare.

Go check it yourself.
Grab your ele, go outside and cast Aftershock - which has 1.75 aftercast (I heared also that it has only 1.5 seconds aftercast - I never bothered to check it, it just is insanely long) and try to run or cast another spell.

or you can just take my word for it, that aftercast just pins you down for the whole duration unable to do anything.
