Does improved recharge time stack?

I'm using a wand that grants 10% chance to improve skill recharge time for fire skills and an artifact 20% for fire skills. Do these effects stack or does it choose the higher one?

no clue but another good question would be is it additive or multiplicitive stacking

ie

Additive 10 + 20 = 30

Multiplicitive 1) 20 + 20*.1 = 22 or 2) 10 + 10*.2 = 12

Roads those are some nice recharge times how much do they add to energy.

it does 20% of 10% which would be exactly what BChan said, 12%.

It gives me 11-22 fire damage and +11 to energy
