Where to get Healing Breeze?

Im a W/M and cant find Healing Breeze Im up to the desert and pretty sure i should have it by now! Can someone tell me what quest i need to do, or who's selling it...

The thing about Breeze is its only in a quest if you are monk primary...thats why it confused some people.
