Where do you go for meteor shower?

I just ascended and I couldn't help seeing people with meteor shower. I think I passed it up. Anyone know where to get it?

If i remember correctly you find it while doing the quests outside of lion's arch. There's a town that isn't actually a map spot and you can buy the skill from him. As far as a quest to get that spell, I can't remember if I've run into it.
