One handed weapon and off handed item

I tried searching to no avail.

Suppose as a necro I have an off-hand that bestows upon me 20% increasew in fast casting for blood magic and recharging as well. And then I have an one-handed weapon which also give me 20% increase in recharge for blood magic.

Will I be getting 40% in recharge for blood magic?

no

you will be getting 36%

100% - 20% = 80% - 20% = 64% of it not triggering, or 36% of it triggering

(there technically should be a chance of them both triggering, but I dont think they stack)
