QRF blind is a pretty useless bonus for a monk staff as blind only affects your attacks with your weapon. it's not like you're gonna mis-heal the the enemy instead of your ally because you're blind.
10% recharge is the only useful mod, but on its own, can't do much to raise this item's value. regular skin as well.
