What the heck?

NO it's not photoshopped. I took this the day the Tomb of Primeval Kings first opened up for farming new green weapons. The item that says "Under Construction" is actually Victo's Bulwark. It must have been undergoing a remodeling at this very moment. Has anyone else ever seen this icon before?

Yeah, I've seen it, when the icons for runes were changed. Like you say, the artwork for victos bulwark was apparently being worked on while you were looking. I'd guess the old graphics was too similar to some other item, and people had been using that to scam (the usual explanation when icon graphics changes).

OOhhh, so that explains it then. The funny thing was at this time, Victo's Bulwark was selling for something like 100k + 30 ectos. I remember offering something in the vicinity of that and he refused to sell because he thought the item might be getting stats changed or something. Funny.

The icon code seems to be bugged at the moment. I was swapping natures renewal around in my skill bar and for a second it came up as symbiotic bond. All I did was move it from slot 1 to slot 2 and it got messed up for a sec.

Same thing with the double mending post, I suspect that we are seeing some bugginess with the new GW code that's slowly being put into place in preperation for Factions.

A while back blue dye used to have that little icon for 10 minutes until it changed back. I had 6 of them in my inventory at the moment, was funny.

it occured with a lot of the 15k armours, as they were still finishing off some of the elite stuff after the game was released (guess they didnt expect us to get so far fast enough to overtake their developing).

LMAO! What a funny picture...I'd love to see that on a piece of armor I was wearing...

There were tons of items that had that icon during the first GW preview events. I remember specifically that all sorts of crafting materials were "under construction" for quite a while.

Ive seen that before back when the game first came out. Some of the collectors items were still like that. Also when they first brought out dwarven ale it was like that.

I wonder what happens if your headpiece is under construction.. Will you look like a constructor? :O
